Civil Society Resilience

Strengthening Civil Society Resilience Under Legal and Digital Constraints in Uganda. As civic space narrows under the NGO (Amendment) Act 2024, Computer Misuse (Amendment) Act 2022, and growing digital surveillance, this program equips civil society organizations, human rights defenders, paralegals, and community advocates with the knowledge, tools, and networks to operate safely, remain legally compliant, and continue advancing rights in Uganda. We provide legal literacy training, digital safety workshops, NGO compliance support, civic space documentation, and connect defenders at risk with strategic litigation resources — drawing on frameworks developed with ICNL and regional partners.
